Perhaps I was a little careless in my choice of words.  I was not
specifically refererring to draft-richardson-ipsec-opportunistic-06.txt.
I was referring to the overlying concept of "encrypt as much traffic
as you can as often as you can".

I'm sorry to confuse you.
