Discussion of the IANA IPsec registries

At the IETF meeting last week, there was a brief discussion about a 
revision to the IANA registries for IPsec. Briefly, there are a few 
holes in the IANA registries and they should probably be combined so 
that IPsec implementors can find all the values more easily. There 
are also a few bugs in the registries that should be fixed.
