Need Help on IKE implementation (Protocol & Ports)

IKE Implementation:: Ports:: UDP/TCP

To my understanding IKE should be implemented on UDP/500, but while
designing the DOI components it has come to my knowledge that there
could be a TCP implementation for IKE.(TCP/500)

Could someone clarify on this doubt.

Do I integrate both UDP and TCP so that if the negotiation first fails
in UDP then we try a TCP conn.
