Are you referring to this statement from the charter: "define a standard
mechanism to accomplish human user authentication to an IPSec device running
IKE, using legacy authentication mechanisms"?  Given that an L2TP server
terminates IPSec transport mode as well as L2TP _and_ runs IKE, I fail to
see why it doesn't satisfy this requirement, or why it is "irrelevant to
this group".  Perhaps the charter should be revised to make it clearer.
