PIC version 04

We have submitted version 04 of the PIC draft
draft-ietf-ipsra-pic-04.txt

Main changes are:
- added an optional round trip for cookie protection against DoS
- optional transport over TCP to avoid packet fragmentation
- full ISAKMP headers added under HASH

These are all changes requested during last call.

An additional last call (or extension) would be in place,
for people to review these changes (in particular the proposed
DoS protection and cookie mechanism)
