As I understand, moving SAD lookup from <dstip,spi> to <spi>-based
is important for MOBIKE. I'd rather have a protocol for multihoming 
that does not prohibit packets from using other routes than the ones 
explicitly stated. Packets may arrive out-of-order and link latencies
may differ.

Please compare Section 5.2 of RFC2401-bis to Section 5.2.1 of RFC2401.
