I would rather have a system where each TAA manages the TAs that it has
added, with provisions for multiple additions and deletions. I don't think
precedence is a good simplification.
I agree - precedence is a poor simplification, especially if we encounter
cases where differing precedence is desired (eg: precedence for web
trust varies according to the site being contacted).
