Issue# 4-Policy Negotiation

Based on Issue#1,

    1-Which policy is to be negotiated?
      e.g., IPSec, high-level, etc...

    2-For a particular type of policy what should
      be negotiated and what should not?

    3-Can/should policy discovery and negotiation
      be merged into one phase?

    4-How should negotiation be performed, the server
      or the gateway?

    5-What is the state-relationship between distribution
      and negotiation?
