Discussing high-level policies (in the sense described so far in this mailing list) is interesting as a research project, but is totally outside the scope and charter of this WG. We have a lot of work to do as it is, without trying to attack yet another difficult problem. Other WGs have tried that in the past and failed. -Angelos
