I believe that the IETF WGs are forums to discuss ideas
and it happened several times in the past where new WGs
spin off existing ones and the only way to find out is to
discuss and debate the issues!

Discussing high-level policies (in the sense described so far in this mailing
list) is interesting as a research project, but is totally outside the scope
and charter of this WG. We have a lot of work to do as it is, without trying
to attack yet another difficult problem. Other WGs have tried that in the
past and failed.

However:
a) IPSP started with and should remain focused on the issues it tried to
resolve; trying to expand the charter has resulted (in other WG) in no
work getting done.
b) The topic of high-level policies is vague enough, that it's not well-suited
to the IETF; remember, we're not trying to do research, but apply already
known solutions to problems considered important.
In short, dealing with high-level policy issues in IPSP is what's commonly
refered to as a rat-hole :-)
